Listing and Prohibited Activities Policy

What may be listed on Qembara, what may not, and what needs approval first.

1. Purpose, scope and status

Qembara curates locally hosted Experiences that are lawful, authentic, safe, respectful and suitable for its community. This Policy explains which Listings may be published, which activities require additional review and which activities are not permitted on Qembara. It applies to a Listing’s title, description, images, itinerary, inclusions, location, Host and personnel, linked venue, communications and actual delivery.

Qembara may apply a stricter standard than local law where reasonably necessary to protect people, animals, communities, cultural sites, the Platform or Qembara’s Muslim-friendly proposition. Publication or prior approval does not transfer the Host’s legal, safety or delivery responsibilities to Qembara and does not guarantee continuing eligibility.

2. Four Listing outcomes

Qembara decides the Platform classification. A Host must not divide, rename, omit, disguise or move part of an activity off Platform to avoid this Policy. Where one Experience contains several activities, the strictest applicable classification governs the affected component and may govern the entire Listing.

3. Minimum requirements for every Listing

  • Offer a genuine hosted Experience with clear participant value, a defined itinerary and meaningful Host involvement. A Listing must not exist mainly to collect money, donations, leads, deposits, memberships or product orders.
  • Identify the real Host and disclose approved co-hosts, assistants and material third-party providers. The Host must have relevant knowledge, competence and authority to deliver the Experience.
  • Describe the activity, timing, meeting point, route, venue, capacity, language, accessibility characteristics, physical demands, age or skill requirements, inclusions, exclusions, food, transport, equipment, contact, privacy conditions, material risks and every unavoidable Host charge accurately.
  • Use recent, representative media. Do not use AI, editing, stock content or staged content to invent features, conceal hazards, misstate certification, impersonate a person or materially distort the likely Experience.
  • Hold and maintain all legally required licences, permits, registrations, qualifications, insurance, venue permissions and third-party approvals. Evidence must cover the actual Host, activity, location, date and delivery model.
  • Meet the Qembara Muslim-Friendly Baseline as a mandatory Platform eligibility requirement. The baseline is not an optional badge. Separate verified attributes may be displayed, but Muslim-friendly is not equivalent to halal certification and must not be used as a religious ruling or a test of a person’s faith.
  • Provide a clean and suitable venue, capable personnel, maintained equipment, risk controls and an emergency plan proportionate to the activity. Qembara support is not an emergency service.

4. Prohibited Listings and activities

4.1 Illegal, criminal or evasive activity
  • Any activity, venue, service, product, instruction or transaction that is unlawful where promoted, booked or delivered, or that facilitates evasion of permits, immigration, customs, sanctions, tax, licensing, age, security or authority requirements.
  • Theft, vandalism, trespass, unauthorised access, bribery, fraud, counterfeiting, document falsification, hacking, surveillance abuse, doxxing, trafficking, smuggling, money laundering or instruction intended to enable wrongdoing.
  • Crossing an international border as part of the Experience, or helping a Participant bypass border, visa, customs or immigration controls.
4.2 Exploitation, sexual services and abuse
  • Pornography, commercial sexual activity, sexual services, erotic services, sexualised touching, prostitution, escorting or any activity designed to facilitate sexual exploitation, even where locally legal.
  • Child exploitation, voluntourism involving access to vulnerable children, orphanage visits, private access to children for entertainment, forced or exploitative labour, trafficking, grooming or activities that commoditise vulnerable people.
  • Hate, humiliation, harassment, coercive religious activity, discriminatory exclusion, violence, threats, hazing or conduct intended to degrade a person or community.
4.3 Weapons, violence and dangerous substances
  • Sale, manufacture, transfer or participant use of firearms, ammunition, explosives or incendiaries; live-fire Experiences; combat, militia, paramilitary or tactical-weapons training; or any activity designed to injure, intimidate or evade security controls.
  • Illegal drugs; cannabis use or provision even where locally lawful; recreational psychoactive substances; drug manufacture, cultivation, procurement or facilitation; or any Experience that promotes intoxication. Neutral historical, museum or public-health education may be Restricted if no substance is supplied or consumed.
  • Tobacco, vaping, shisha or other smoking-centred Experiences. Incidental smoke exposure at a third-party venue requires prominent disclosure and a reasonable avoidance option but may still make the Listing ineligible where exposure is material.
  • Activities conducted while the Host or responsible personnel are materially impaired, or that encourage dangerous consumption, unsafe challenges or reckless behaviour.
4.4 Medical, political and deceptive-purpose Listings
  • Diagnosis, prescribing, surgery, injection, skin penetration, blood exposure, administration of prescription medicine, invasive cosmetic treatment, regulated healthcare, emergency care or any Listing presented as a substitute for licensed medical or mental-health services. This includes tattooing, piercing, cosmetic injections, microneedling and comparable invasive procedures. General education and eligible non-invasive wellness may be Restricted.
  • Political campaigning, fundraising, rallies, demonstrations, recruitment, partisan persuasion or mobilisation. Neutral cultural, civic or historical education may be eligible if it is not used to organise or solicit political activity.
  • A Listing created mainly to collect donations, solicit investments, recruit into a scheme, sell a product, obtain personal data or generate leads without providing the represented Experience.
4.5 Animal, community, cultural and environmental harm
  • Animal cruelty, exploitative performance, fighting, harmful riding or handling, drugging, baiting, capture, illegal wildlife trade, unsafe feeding, breeding exploitation or contact that materially harms an animal or conservation objective.
  • Activities that exploit poverty, grief, disaster, conflict, sacred practice or vulnerable communities; enter private or restricted areas without permission; stage intrusive photography; or treat people as exhibits.
  • Illegal collection or damage of cultural objects, archaeological material, plants, wildlife or protected habitat; uncontrolled waste; environmental destruction; or access exceeding lawful site or community capacity.
4.6 Adult-themed content, nudity and extreme activities
  • Adult entertainment, pornography, erotic performance, nude or semi-nude photography services, naturist recreation, nudity-centred activities or participation whose purpose or expected appeal is sexualised or adult-themed.
  • Incidental undressing necessary for an otherwise eligible massage, spa, wellness, changing or bathing activity is not automatically prohibited, but the activity is Restricted and requires advance disclosure, private facilities, appropriate draping, informed consent and verified gender-sensitive delivery where offered.
  • BASE jumping, cliff jumping or diving outside a regulated venue, uncontrolled white-water activity, unsupported remote expeditions, active-conflict or disaster-zone access, avalanche terrain without an approved specialist framework, unauthorised underground or restricted-site access, and any activity whose intended thrill depends on evading safety or authority controls.

5. Mandatory Muslim-friendly eligibility

Every Experience published on Qembara must meet the Qembara Muslim-Friendly Baseline. The baseline is a mandatory Platform eligibility requirement, not an optional label or religious certification. It does not mean that every component is halal-certified, gender-segregated or equipped with a prayer room. Separate attributes require specific evidence. Guests of every faith are welcome and must receive equal, respectful service.

5.1 Mandatory eligibility
  • Respect Islamic belief, worship, dress, modesty and dietary needs; never pressure a person to adopt, disclose or perform a belief or practice.
  • Disclose food, meat, pork or lard, alcohol, certification, supplier representations, preparation, utensils and known cross-contact limitations precisely. “Pork-free,” vegetarian or seafood-only must never be described as equivalent to halal.
  • Where relevant, state prayer timing or nearby arrangements, privacy and mixed-gender conditions, dress and changing requirements, and any planned photography, recording or physical contact.
  • Obtain freely given, informed, specific and reversible consent for planned physical contact, photography or recording. A Booking is never consent to publicity or marketing use.
5.2 Baseline disqualifying conditions
  • An Experience is not eligible for Qembara where consuming, tasting, preparing, serving or promoting alcohol, pork, lard or non-halal meat is a material activity or included feature. Removing a label or disclosing the feature does not make the Experience eligible.
  • A venue-incidental exception may be approved only where the item is not included, used or promoted by the Experience; the Guest is not required to handle or serve it; reasonable avoidance or separation is practicable; and every limitation is prominently disclosed.
  • False, expired, copied, altered or out-of-scope halal evidence; unauthorised use of a certification mark; concealment of material food status; hostility towards Islamic dress or observance; or failure to deliver a promised privacy or gender-sensitive arrangement disqualifies the Listing and may trigger Host enforcement.

6. Restricted Listings and activities

The following categories are not automatically permitted. Qembara may approve, condition, limit, suspend or refuse them based on the exact activity, market, Host competence, venue, participant profile and evidence. Approval of one Listing, Host, venue or date does not approve another.

6.1 Activity-risk classification

Risk classification must consider remoteness, rescue time, altitude or depth, water conditions, weather, physical contact, participant age and ability, equipment dependency, regulated status, communications and access to emergency services. Insurance or popularity does not reduce the inherent risk class.

7. Changes after approval

  • The Host must obtain Qembara’s approval before materially changing the activity, Host or personnel, venue, route, capacity, equipment, food supplier, certification, transport, age range, participant conditions, risk profile or Muslim-friendly attribute.
  • Every Restricted approval must record an expiry date. Elevated approvals may not exceed 12 months; High-risk, child or vulnerable-person approvals may not exceed 6 months; one-off event or venue approval ends with the approved dates. A shorter evidence expiry governs.
  • A Restricted approval automatically expires or is suspended when a required licence, certificate, insurance, permission or qualification expires, is revoked, changes scope or cannot be verified, or when an incident or material complaint creates an unresolved continuing risk.
  • For an affected confirmed Booking, Qembara and the Host must identify the material change, notify the Guest proportionately and give a genuine choice among acceptance, an eligible alternative, cancellation and the remedy required by the applicable policy. Silence is not agreement.
7.1 Incidental products and purchases

A good, ingredient, craft output, souvenir, equipment rental or other product may be included or offered only when it is subordinate to the hosted Experience, lawful and safe, described and priced in advance, not used to circumvent Qembara fees, and compliant with applicable food, product, age and import requirements. Optional purchases must be genuinely optional. Multi-level marketing, investment solicitation, undisclosed commissions and pressure selling are prohibited.

8. Reporting and enforcement

Anyone may report a potentially prohibited, restricted or misrepresented activity through Qembara’s approved reporting route. Immediate danger must be reported first to local emergency services. Good-faith reporting, seeking support, contacting an authority or preserving evidence must not be obstructed or retaliated against.

Qembara may request evidence, hold publication, remove content or an attribute, restrict availability, cancel affected Bookings, require correction or training, suspend a Listing or account, or remove a Host. Interim action does not by itself establish fault. Refund, payout, safety and conduct decisions must remain separately reasoned and authorised under the applicable Qembara terms and policies.

Reporting routeUse the configured Qembara Help Centre reporting form or in-product support route. Outside staffed coverage or for immediate danger, contact local emergency services first; Qembara does not promise continuous monitoring.

Qembara Experiences Pte Ltd operates the Qembara Platform and provides marketplace, booking, payment-facilitation and support services. Except where a listing expressly identifies Qembara as the supplier, Qembara is not the host and is not a party to the experience contract.
